In September 2003 Leeds City Council produced a Development Brief for the site, recognising the site's potential and the complex issues involved in its redevelopment. The Brief suggests land uses appropriate for the site and the range of factors that should influence development proposals including protection of the site's heritage and improvements to its environmental quality.
